In 108 years, Fullerton has had exactly TWO Latino city council members

The following is from a work-in-progress called The Town I Live In: A History of Fullerton.

Fullerton, California was incorporated as a city in 1904.  In the 108 years since then, only two Latinos have been elected to city council.  The reasons for this are varied, involving historic housing discrimination, school segregation, social exclusion of Latinos, official segregation, and plain-old American racism.  Despite a long-standing and fairly large Latino community in Fullerton, their representation in local government has, historically, been very low.

The two Latinos who have served on Fullerton city council are Louis Velasquez, who was elected in 1976, and Sharon Quirk-Silva, who was elected in 2004.

  1. Just as a random note- Charles "Chuck" Phillips was on Fullerton city council in mid 70s and is my father in law. The link you have is wrong - his wife wasn't Evelyn (her name was Christine) so I think the Charles Philips with one l is a different person than Charles Phillips with 2 l's that was on city council back then.
    Also, he was perhaps one of hte few to recognize the power of the Latino vote at that moment in time and campaigned in Latino neighborhoods and received a lot of votes from that community.
